This issue is because the Internet Explorer settings for sending information over the internet has not been approved. You can do that by doing the follwoing:
1. Open up your Internet Explorer (you have to use Internet Explorer).
2. go to http://www.apexpacific.com/knowledgebase/xgenseo/faqdetail.asp?id=268
3. click on this button below




4. A message will pop up, make sure you tick the box that says dont show this message again and hit OK
5. Try the account creation again.
